How to scale a helmet file to fit?

I’m 3D printing everything for my husbands Boba Fett build, but I was super intimidated by the helmet after a few print fails so my brother was nice enough to buy an unfinished 3D printed one online as a birthday present. It won’t work, there’s way too much chin sticking out. (He’s 6’1). So now we’re re-attempting to print it ourselves again. How do I make the file I bought fit his head? Is there a certain way to measure his head? I’m sure there will be some adjustments needed to be made to the file to make it fit. We’ll also need to add room for padding somehow. Has anyone figured this out?
